_A fresh, new translation of Augustine’s fourth work as a Christian convert_ The first four works written by St. Augustine of Hippo after his conversion to Christianity are dialogues that have influenced prominent thinkers from Boethius to Bernard Lonergan. Usually called the Cassiciacum dialogues, these four works are of a high literary and intellectual quality, combining Ciceronian and neo-Platonic philosophy, Roman comedy and Vergilian poetry, and early Christian theology. They are also, arguably, Augustine’s most charming works, exhibiting (...) his whimsical levity and ironic wryness. _Soliloquies_ is the fourth work in this tetralogy. Augustine coined the term “soliloquy” to describe this new form of dialogue. _Soliloquies__,_ a conversation between Augustine and his reason, fuses the dialogue genre and Roman theater, opening with a search for intellectual and moral self-knowledge before converging on the nature of truth and the question of the soul’s immortality. There are a number of contentious issues in the study of philosophy of science. There is the issue of method, there is the issue of subject-matter, there is the issue of truth and certainty as well as the issue of rationality, and the utility of scientific discoveries. Popper demonstrated a lot of interest in the issue of method, stressing ways and means science as a living enterprise could make progress. His theory of conjecture and refutation, or falsifiability is in pursuance (...) of this. He rejected induction as a method of science, insisting that falsifiability is a cardinal factor in any scientific research programme. In this paper I shall examine what Popper consider critical in the advancement of scientific knowledge. That is the task of this paper. (shrink)

Law is a powerful force in human civilization. The growth and stability in society are generally linked with the gradual development of a system of legal rules, in addition to the instruments for their regular and effective enforcement. Law can be used to protect or harm the interest of man. This dimension raises the issue of the ‘validity of law’. The legal positivists posit that law is a ‘moral-neutral’ entity, and once it is enacted by the appropriate authority, it cannot (...) be adjudged immoral or unjust, by any standard outside the province of the law in question. The valid law for the legal positivists is law as enacted by the appropriate authority within agiven legal system. The Naturalists think otherwise. Cicero for instance believes that the validity of law is rooted on right reason in agreement with nature. In this paper I am more persuaded by the arguments of the Naturalists. I however present liberally the standpoints of the two opposing schools of thought – The naturalists and the positivists, with emphasis on the works of John Kelsen, Justice Homles, Cicero and Aquinas. In this article, we argue that language-based techniques have the capacity to generate original ideas and thus account for progress in any discipline. We claim that language-based techniques used by some African scholars such as hermeneutics and related ones such as transliteration are creatively inadequate to inspire progress because they do not lead to the creation of new concepts and original ideas in African thought. We claim also that the technique of intellectual decolonisation with its foremost expression in Kwasi Wiredu’s (...) ‘conceptual decolonisation’ and Kwesi Tsri’s ‘conceptual liberation’, are two recent language-based strategies aimed at overcoming the creative problem inherent in the techniques of hermeneutics and transliteration. We argue that these two techniques are equally inadequate because they are tantamount to what can be called ‘conceptual manipulation’, which is not a creative strategy for progress in African thought. The goal of this paper therefore is to expose the creative weaknesses in these techniques in order to show that there is a dearth of creative language-based techniques in African studies and make a call for the formulation of one. Strategies for reducing the effect of climate change have regularly been made without experimental foundations and adequate information on farmers’ vulnerability to climate change in the study area. Thus, integrated farmers’ vulnerability assessment approach was employed by classifying socioeconomic and biophysical indicators of vulnerability into adaptive capacity, sensitivity and exposure to determine (...) the farmers’ vulnerability to climate change. This is based on the Intergovernmental Panel on Climate Change’s definition of vulnerability. The study adopted a survey design and the method utilized for the study was questionnaire administered to 400 households in the study area. The results indicate that the farmers’ vulnerability was low in zone A with a mean index of 2.86, very low in zone B with a mean index of 3.74, and high in zone C with a mean index of 1.95. It is recommended that measures should be taken to integrate climate change adaptation into Niger State development process. These measures should include improvement in adoption of good agricultural practices. (shrink)

This article provides theoretical foundations to the widespread intuition that an individual duty to reduce one's carbon emissions should not be overly demanding, and should leave some space to personal life-projects. It does so by looking into the moral structure of aggregative problems such as climate change, and argues that contributing to climate change is less wrong than causing the same amount of harm in paradigm cases of harm-doing. It follows that strong agent-relative reasons, such as consideration of the agent's (...) most important life-projects, are likely sometimes to outweigh the reasons for refraining from contributing to climate change, especially when there is no alternative course of action. This, however, does not mean that individual carbon-emitters are off the hook, since a lot can be done to reduce carbon emissions without jeopardising one's most important life-projects. (shrink)

To reduce the impact of floods, it is very important to identify and understand the socio-economic factors that determine people’s ability to cope with stress or change. Consequently, the study assesses the social vulnerability of the households to floods in Niger State, in order to provide the empirical evidence necessary for flood adaptation (...) policies and strategies in the state. The data for the research were obtained from the household survey and Dartmouth Flood Observatory. The data obtained were analysed using descriptive and statistical analysis. The results show that flood events in the study area were caused by heavy rainfall, compounded by the opening of the Shiroro dam gate to release the excess flood in the reservoir. Moreover, results of Student “t” test and One-Way Analysis of Variance on socio-economic characteristics show that households’ major economic activities, educational status, household size, income distribution, and membership of cooperative society were significant at p 10, do not belong to cooperative society and earn less that N21000 per month have higher mean frequency, thus, the predominant households were, therefore, farmers, illiterate, have large family size, poor, and have no access to loan. Thus, the socio-economic characteristics of the households in the study area contribute to their vulnerability to floods by reducing their coping capacity. Based on the results of the assessment, it is recommended that measures are taken to mainstream flood adaptation into the development process. (shrink)

I argue for an account of vagueness according to which the root of vagueness lies not in the type of semantic-value that is best associated with an expression, but in the type of linguistic practice that renders the expression meaningful. I suggest, in particular, that conventions about how to use sentences involving attributions of vague predicates to borderline cases prevail to a lesser degree than conventions about how to use sentences involving attributions of vague predicates to clear cases.

Corruption is a major problem in many of the world’s developing economies today. World Bank studies put bribery at over $1 trillion per year accounting for up to 12 of the GDP of nations like Nigeria, Kenya and Venezuela. Though largely ignored for many years, interest in world wide corruption has been rekindled by recent corporate scandals in the US and Europe. Corruption in the developing nations is said to result from a number of factors. Mass poverty has been cited (...) as a facilitating condition for corruption just as an inability to manage a sudden upsurge in mineral revenues has been credited with breeding corruption and adventurous government procurement among public officials in countries like Nigeria and Venezuela. Virtually all developing nations that have serious corruption problems also have very limited economic freedom and a very weak enforcement of the rule of law. In such nations, corruption represents a regressive taxation that bears hard on the poor. It has a dampening effect on development and it could result in the production of inferior goods as companies find ways to accommodate under-the-table payments. Finally, corruption is a dangerous threat to the legitimacy of the governments of some of the developing nations themselves. It is suggested that new urgent initiatives are needed to deal with the dangers posed by corruption in the developing economies. They include making the economies of these nations more open by the withdrawal of the government from the productive sector and by the abolition of unnecessarily stringent restrictions on business conduct. The rule of law needs to be strengthened in these nations and those countries like Nigeria and Venezuela should ignore scruples over sovereignty and seek foreign assistance in the management of their oil wealth. Finally, multinationals should be made to disclose all the payments they make in developing nations to such organizations like International Chamber of Commerce or Transparency International where they can be reviewed by anyone interested. They are also, arguably, Augustine’s most charming works, exhibiting his whimsical levity and ironic wryness. In (...) this first dialogue, Augustine and his interlocutors have retreated to a quiet country villa north of Milan to explore the history and teachings of Academic Skepticism. Augustine is both sympathetic to and critical of the Skeptics, eventually hypothesizing that they could not possibly have believed everything they taught. The dialogue serves as a fitting launch point for a knowledge of God and the soul, the overall subject of the Cassiciacum tetralogy. Has philosophy anything of value to offer Africa? Has Africa anything of value to offer contemporary philosophy? This text answers yes to both of these questions and deals with the question of human freedom and the problem of liberation in the context of postcolonial contemporary Africa.

According to Epicurus, philosophy’s sole task is to ensure the well-being of the soul. Human souls are often riddled with diseases; the most serious are the fear of the gods and the fear of death. Thus, the Epicureans offered several arguments designed to demonstrate that, for instance, “death is nothing to us,” and should therefore not be feared. Since their creation there has been much discussion, both in antiquity and by contemporary philosophers, about these arguments. In this thesis, I argue (...) that Epicurean philosophical arguments are patient-relative; they necessarily adapt themselves so as to be therapeutically effective for their intended audience. The end result is that when we evaluate Epicurean philosophical arguments, we must do so in light of the audience for whom they were intended. (shrink)

This is a sequel to Augustine Shutte's previous book Philosophy for Africa. In that book he engages with some concepts central to traditional African thinking about human nature and society. In this book he offers a new interpretation of the chief ethical idea in African thought, Ubuntu. He argues that it complements the central European ethical notion of individual freedom, and shows how the two ideas can be combined to form an ethic based on a richer understanding of our (...) humanity. He then applies this ethic to different spheres of life: gender relations, sex and family life, education, health care, work, politics and religion. In each sphere he tries to show how an ethic of Ubuntu can provide concrete guidance for our continuing struggle to make a multi-cultural South Africa a truly humane society. (shrink)

The rapid development of digital technologies has significantly impacted governance structures globally, with e-governance emerging as a crucial tool for enhancing governmental efficiency, transparency, and public participation. This study explores the role of e-governance in shaping political ideologies within online media in Indonesia, focusing on the influence of social media platforms on political engagement and public discourse. Despite Indonesia's advancements in e-governance, as evidenced by its rising E-Government Development Index (EGDI) and E-Participation Index scores, challenges such as disinformation, digital divides, (...) and the polarization of online content persist. This paper used a literature review methodology to analyze the intersection of e-governance and online media, examining both the opportunities and obstacles faced by Indonesia in providing social media for political engagement. The findings highlight the dual nature of social media, which can both facilitate political participation and exacerbate political distrust. The study concludes that while e-governance in Indonesia has made significant strides, addressing the challenges of digital literacy, content regulation, and inclusive access is essential for fully realizing the potential of digital platforms to enhance political participation and shape a more democratic society. I first became interested in De dialectica in 1966, while I was doing re search on Augustine's knowledge of logic. At the time I made a transla tion of the Maurist text and included it as an appendix to my doctoral dissertation (Yale, 1967). In 1971 I thoroughly revised the translation on the basis of the critical text of Wilhelm Crecelius (1857) and I have re cently revised it again to conform to Professor Jan Pinborg's new edition. The only (...) previously published translation of the whole of De dialectica. is N. H. Barreau's French translation in the Oeuvres completes de Saint Augustin (1873). Thomas Stanley translated parts of Chapters Six and Nine into English as part of the account of Stoic logic in his History of Philosophy (Pt. VIII, 1656). I offer De dialectica in English in the hope that it will be of some interest to historians of logic and of the liberal arts tradition and to students of the thought of Augustine. In translating I have for the most part been as literal as is consistent with English usage. Although inclusion of the Latin text might have justified a freer translation, for example, the use of modern technical terms, it seemed better to stay close to the Latin. One of the. values in studying a work such as De dialectica is to see familiar topics discussed in a terminology not so familiar. In the translation I follow these conventions. (shrink)

Using a process of reasoning that is philosophical as well as theological, Augustine and the group conclude that the truly happy life consists of “having God” through faith, hope, and charity. This paper attempts to upgrade Deleuze and Guattari’s concept of nomadism to the contemporary work- and war-driven displacement of peoples in/to Europe. Starting from Augustin Ioan and his 2005 book Poverism, where he brought up the concept of living along trajectories (of migration), the two authors of the paper question the all-powerful status of place as envisioned by Heidegger at the conjunction between dwelling and being at home in one place. Along such trajectories that unite a point of departure and (...) a tentative of arrival destination, contemporary migrants never leave their first home for good, nor do they ever arrive completely in a certain location. Even the alternative to displacement, the concept of homey feeling, was never studied outside the policies of major chain hotels, where it is provided a simulacra of arriving situations for frequent travelers. The violation of Bell inequalities seems to establish an important fact about the world: that it is non-local. However, this result relies on the assumption of the statistical independence of the measurement settings with respect to potential past events that might have determined them. Superdeterminism refers to the view that a local, and determinist, account of Bell inequalities violations is possible, by rejecting this assumption of statistical independence. We examine and clarify various problems with superdeterminism, looking in particular at its (...) consequences on the nature of scientific laws and scientific reasoning. We argue that the view requires a neo-Humean account of at least some laws, and creates a significant problem for the use of statistical independence in other parts of physics and science more generally.
